Please use command Tools/Show Installed Fonts... and make sure the fonts are not installed (not in the list).
If the fonts are installed, uninstall them. Then restart the computer, and try to delete these font files from LIB folder.

The real fix of system software components that are responsible for loading fonts on Windows startup must be created by Microsoft developers. Similar problem was with loading Type 1 fonts in Windows Vista and they have fixed it later.

FontsReloader runs for a short time and exits. It does not remain in memory. To estimate the work time, just run it manually once after windows start up. It exits quickly.

If you have Windows 10, delete the Type1Loader registry entry which is installed by FontExpertSetup. Two users has sent a preliminary report that deleting Type1Loader helped to solve the issue discussed in this topic. There is a special search box on the upper toolbar to search by font name. And to search by keywords and other tags use Search Library.
