Program and Plugin Scaling problem

I have a new Surface Book high resolution screen and the software is not scaling as you can see with the images, any hint to a solution?

• The plugin well you can see its tiny and can't click on buttons no idea if it works
  
  Then the application the search box is tiny 4 characters view only ?

I have been hunting around for tweaks or solution for scaling of applications but can't seem to find anything. any advice would be great.

We did not test the plug-in with Surface Book high resolution screen.
Please confirm the version of the Adobe Illustrator and the plug-in.
Do you have on the screenshot:
1) "Adobe Illustrator CC 2017 Release"
and
2) "Missing Fonts Loader plugin for Illustrator CC 2017 Release (x64, Beta) - ZIP" ?
